The EU Packaging and Packaging Waste Regulation (PPWR): How glass can support the EU’s circular economy ambition

The context

In November 2022, the European Commission proposed an overhaul of the EU’s packaging waste rules, and the EU circular economy has been near the top of the policy agenda in Brussels ever since. Now, policymakers in the European Parliament and the European Council are debating the Packaging and Packaging Waste Regulation proposal (PPWR, for short), which could be adopted as soon as February 2024.

With the PPWR, policymakers hope to make up for some of the shortcomings of the Packaging and Packaging Waste Directive (PPWD) – with more ambitious circularity demands for packaging and a move from directive to regulation meaning Member States will have to meet the same EU-wide obligations at the same time.

To contribute to the EU’s growth strategy for a modern, resource-efficient, clean and competitive economy, the revised PPWR has two core objectives:

  • Prevent packaging waste and promote recycling and reuse.
  • Ensure that all packaging placed on the EU market is recyclable in an economically viable manner by 2030.

These new rules will shake up the whole EU economy. But how will they impact the glass packaging industry? What are the potential opportunities and challenges that could lie ahead? We share our perspective below.

Glass packaging’s role in supporting the EU’s circular economy

Glass’s inherent properties make it an ideal fit for the EU’s circular economy ambitions. Not only can glass be reused up to 50 times; it can also be endlessly recycled in a closed bottle-to-bottle loop, meaning a used glass bottle never has to be waste. Made from all natural resources, glass is impermeable, virtually inert, and always food safe – no matter how many times it is recycled.

Behind glass packaging’s circular properties is an industry that makes a significant contribution to the European economy. The European container glass industry supports 125,000 direct and indirect jobs in the EU, with manufacturers delivering essential packaging to a range of sectors, including food and beverages, pharmaceuticals, and cosmetics and perfumery. The unique characteristics of glass in terms of design, shape, colour and versatility often make it an integral part of the product. Products likely to be packed in glass contributed €250 billion to EU external trade in 2019.

Where we stand: our industry’s position

The container glass industry is committed to making the PPWR a success, and we support its objectives. But as always, the devil is in the details. Download our full position at the button below or keep reading for our breakdown of four key aspects of the PPWR: waste reduction targets, design, recyclability, and collection for recycling systems.

Waste reduction

In line with its objective to reduce packaging, the Commission’s PPWR proposal puts forward EU-wide packaging waste reduction targets requiring each Member State is required to reduce their packaging waste per capita by 5 % by 2030, 10 % by 2035, and 15 % by 2040, using figures from 2018 as a baseline. The targets are the same across all Member States, regardless of packaging material.

The thinking behind these waste reduction targets is straightforward. The goal is to reduce the amount of packaging waste the EU generates, packaging waste is measured in tonnes, therefore Member States need to reduce the tonnes of packaging waste they generate. This logic adds up on paper, but it’s flawed in the way it focuses on just one aspect of packaging waste: weight.

There’s more to a packaging material than its weight. What about a packaging’s recyclability, or its food safety credentials?  A packaging material can be lighter than the rest, but it’s not able to support the EU’s circular economy if it can’t be safely and easily integrated into new production loops through reuse and recycling.

By focusing only on weight, the proposal lays the groundwork for unintended consequences. The current measures will provide incentives for companies to switch from heavier, but circular materials, like glass, to lighter materials that are more difficult to recycle. Rather than reducing the environmental impact of packaging, this could have extensive negative consequences on the environment, and create market distortions that will disrupt the EU economy.

The European Commission’s PPWR Impact Assessment details what the potential market distortion could look like in practice. The Commission’s projects that, rather than reducing all packaging waste evenly, the EU will be substituting one form of packaging waste for another.  The data (shown in the graph below) suggest that while would most materials reduce the tonnes of packaging waste they produce, plastic would see a 17.41% increase in waste generation.

The answer: material-specific waste reduction targets

The glass container industry supports waste reduction targets – but by material! By setting material-specific targets, we ensure that all packaging materials contribute individually, equally and fairly to waste reduction.

Let’s not forget: reuse and recycling are forms of waste reduction in their own right. The EU can reduce waste by switching as much packaging as possible to materials that can be reused and infinitely recycled in a closed loop. Waste reduction targets that are adjusted by material ensure that circular materials like glass don’t make way for materials that aren’t as suited to reuse and closed-loop recycling.

Packaging design

Continuing with the proposal’s focus on weight, the PPWR looks to introduces packaging minimisation requirements. In other words, the proposal mandates that packaging that should be as light as possible while remaining safe and functional.

This measure stands to create a new wave of packaging standardisation. The current proposal does not consider product presentation as a functionality of packaging. As a result, design choices that add any weight to packaging – unique shapes, patterns, embossing – will not comply.

This move to design standardisation has far-reaching implications for brands, consumers, and packaging manufacturers, as packaging is closely connected to the product itself. Colours, shapes, and textures are often key to helping products stand out on shelves and shape a brand’s identity, building consumer loyalty. Indeed, primary packaging is a fundamental factor in product enhancement and consumer choice, according to research from the University of Parma. Why give the rest of the world a competitive advantage against European brands?

Our ask: protect unique packaging design

Yes, packaging should be designed to optimise its volume, weight, and performance, but its vital role in shaping European brands and the cultural heritage attached to them must not be forgotten. Packaging performance criteria must avoid standardisation by acknowledging ‘product presentation’. This way, facilities like Saverglass’s plant in Ghlin, Belgium can continue to deliver added value to the local economy thanks to expertise in unique design.

Container glass manufacturers across Europe are making continued investments to reduce the weight of glass packaging while continuing to offer brands unique packaging designs. Today, “right weighting” – reducing how much glass is needed to make containers while maintaining performance criteria on strength, quality and design – is a market reality. Glass bottles are at least 30% lighter than 20 years ago, and our members are fully committed to continuing to reduce the weight of their packaging.

Recyclability

One of the key objectives of the PPWR is to make sure that all packaging put on the EU market is reusable or recyclable. And glass couldn’t be better equipped to meet the moment.

No matter how many times it is recycled, glass will always retain its inherent properties, including inertness and impermeability. Thanks to these properties, glass is a permanent material, representing the gold standard of high-quality, closed loop recycling. Indeed, European brands have been known to position glass’s recycling credential as a brand asset.

With its PPWR proposal, the European Commission has taken a significant step towards ensuring that only packaging that is recyclable can be placed on the EU market:

  • All packaging placed on the EU market should be recyclable by design by 2030.
  • Harmonised criteria for ‘recyclable packaging’ should be introduced, to ensure that packaging is sufficiently and effectively collected, sorted and recycled in practice and at scale.
  • All packaging would be graded with A – E recyclability performance grades (with packaging falling under grade E phased out as of 2030), which would form a basis for eco-modulation of Extended Producer Responsibility (EPR) fees (i.e. fees charged to producers would be modified based on the recyclability of their products).

We strongly support this ambition on recyclability. But can the proposal do more to take advantage of glass’s closed-loop recyclability? We say yes.

Glass recycling in Europe: fast facts

Glass is a European recycling success story. One of the most recycled materials in the EU, glass collection for recycling rates are improving year on year. Recent statistics reveal that 80.1% of glass containers placed on the EU market are collected for recycling.

Let’s raise the ambition and close the loop!

Glass recycling in the EU has already seen steady progress over the years. But why stop there? The PPWR’s recycling measures are an opportunity to inspire more and better glass recycling in the region. We suggest the following measures to step up the PPWR’s recycling ambitions:

  • Include closed-loop recycling in A-E recyclability performance grades (as A and B grades), to bring more recycled packaging onto the market, and lower EPR fees as an incentive for progress.
  • Be more ambitious on what closed loop recycling, high quality recycling, and recycled at scale mean. This includes bringing forward the timeline for recyclability criteria to 2030, not 2035.
  • Ensure that packaging is being collected, sorted and recycled at scale in Member States representing at least 90% of the EU population (higher than the 75% in current proposal).
  • Acknowledge the existence of Permanent Materials which never lose their intrinsic properties and allow for high-quality recycling within closed-loop systems – helping to cut back on use of virgin raw materials.
  • Further promote separate collection as a prerequisite to guaranteeing high-quality recycling processes and to fulfilling the recyclability criteria, by setting a mandatory 90% collection for recycling rate for all packaging materials.

Implementing these criteria will help provide the glass recycling value chain with the impetus to achieve a 90% glass collection for recycling rate by 2030. The value chain has organised around this commitment through our industry action platform and material stewardship programme, Close the Glass Loop.

Collection for recycling – Deposit Return Schemes

As part of the Commission’s PPWR proposal, Deposit Return Schemes (or DRS) will become mandatory for certain materials. We welcome the decision to exclude glass from mandatory DRS, as it’s important for us to focus on what is already working.

DRS systems are typically used only for beverage containers, usually for beer, bottled water, and soft drinks. This means that an additional system is required to recover ‘non-DRS’ material, including packaging used for food, cosmetics, personal care products and pharmaceuticals. For glass – a material that doesn’t need to have two separate collection systems for food and non-food glass containers – mandating an additional recycling collection system just adds unnecessary complexity.

Are DRS schemes the right solution to boost glass recycling?

DRS aren’t the way forward for glass recycling

  • No need to separate food and non-food glass packaging.
  • DRS is not a mainstream recycling solution for glass. Looking at the DRS systems in operation across Europe, they accounted for only 3.1% of recycled glass generated in 2017 and were only the main collection method in two of the 27 EU Member States.
  • DRS doesn’t maximise the quantity or quality of recycled glass. Out of the 13 EU countries with a glass collection rate above 80%, only 3 have a DRS for glass.
  • Operating two glass collection systems in parallel can be more confusing for consumers.

The highest glass recycling rates come from the Extended Producer Responsibility (or EPR) system, where there is a single collection system and consistent curbside and bottle bank collections. Instead of introducing DRS, these EPR schemes should be maintained and improved. Learn more about why DRS is not the right solution to boost closed-loop glass recycling.
